Robert McMinn has been appointed to the newly created position of executive vice president of the National Institute of Automotive Service Excellence. He had been the duputy director of New Jersey's Division of Motor Vehicles for the past 8 years.

George C. Mead has been promoted to the newly created position of assistant vice president for government relations of the American Trucking Association Inc. Mead was previously a legislative representative for ATA since 1973.

Joe M. Baker III has assumed the presidency of Impressions Inc., a printing company Baker recently formed to serve the printing needs of associations. For the past three and a half years, Baker has been convention and education services manager for the American Society of Association Executives.

Robert H. Willis, chairman and president of Connecticut Natural Gas Corp., has been nominated chairman of the board of the American Gas Association. Donald J. Heim, president of Washington Gas Light Co., was nominated a director of the association.

James H. Binns, chairman of the board of Armstrong World Industries Inc. of Lancaster, Pa., has been elected chairman of the National Association of Manufacturers. NAM is a voluntary association of manufacturers with 12,500 member companies. It is headquartered in Washington and has 11 offices nationwide.

Hubert Beatty has been named executive vice president of the Associated General Contractors of America.

Gerald F. McCully, fleet manager of Steuart Petroleum Co., has been elected president of the Washington, D.C. Area Trucking Association. He succeeds John T. Maloney, of Maloney Concrete Co. of Chevy Chase.
