Thomas M. Sneering has been promoted to director of the national, state and public affairs department of the Association of Trial Lawyers of America.

James G. Davis, president of James G. Davis Construction Corp., has been elected president of the Washington Building Congress.

Bill Brooks, a Washington Gulf dealer, has been elected second vice president of the Service Station Dealers of America.

James R. Timm has assumed the office of president of the Bar Association of Montgomery County. He has served for the past year as the president-elect. Trimm has been a member of the association for 19 years, with law offices in Potomac. James J. Cromwell, a resident of Rockville with offices in Silver Spring, has been elected to the office of president-elect of the organization, and will serve with David E. Manoogian as treasurer, Edith M. Gelfand as secretary, and Paul Mannes, past president.

L. l. White Jr. has been elected chairman of the Railway Progress Institute, the national trade association of the railway equipment and supply industry. White is vice president and group executive for the Portec Inc.

Alexandra Armstrong senior vice president of Julia M. Walsh of Sons Inc., has been elected to the national board of the International Association of Financial Planners.

Susan M. Harwood, an auditor at the First National Bank in Farmville, Va., has been elected president of the Young Banking Section of the Virginia Bankers Association.

David N. Parker has been elected vice president of planning and coordination for the Edison Electric Institute, the association of investor-owned utilities.

Alfred P. "Al" Shockley, president of Shockley Volkwagen Inc. of Frederick, has been elected to represent Maryland on the board of directors of the National Automobile Dealers Association.

James M. Miller, managing partner, Mid-States Development Co., and vice president for sales of Con/Steel Corp., has been elected the 1981 president of the National Association of Industrial and Office Parks. Miller has been an NAIOP director for the past 6 years.
