Morgan Williams, a Kansas congressional assistant, has been named president of the Cooperative League of the U.S.A. Williams is currently chief agricultural and legislative assistant to U.S. Sen. Bob Dole (R-Kan.).

Murray Felsher, formerly chief of the National Aeronautics and Space Administration's geological and energy applications and senior economist at the Environmental Protection Agency, has left the federal government to form Associated Technical Consultants of Germantown.

John R. Glennie, president of the Bethesda-based economic consulting firm of Glennie Associates and former chief economist with the Food and Drug Administration, has joined the Robert R. Nathan Associates Inc., an international economic consulting firm.

Regina Ann Genton has joined the consumer issues consulting firm of Sklaar, Idelson as publications editor and account executive. Anne Hallett has also joined the company as events management director.

Curt Hutchinson has been named director of the laboratory division of Biospherics Inc. of Rockville.
