John M. Albertine, former executive director of the Joint Economic Committee of Congress, has been named executive director of the American Business Conference, a newly formed coalition of growth companies that will focus on the needs and concerns of mid-range corporations before Congress and federal agencies.

Three executives have been promoted at the Health Industry Manufacturers Association. Thye are: G. Briggs Phillips, senior vice president for scientific affairs; Jaxon A. White, senior vice president for government affairs, and George T. Willingmyre, vice president for technical affairs.

Charles D. Mears has been elected president of the Washington Metropolitan Area chapter of the American Institute of Real Estate Appraisers. He is a vice president of First Federal Savings and Loan Association of Arlington.

Leonard I. Abel, executive vice president of Richmarr Construction Corp., has been elected president of the 800-member Northern Virginia Builders Association.

William K. Barclift has been named director of government relations for the Transportation Institute, a private, nonprofit research and educational organization established to promote a strong U.S. maritime capability.

Daniel E. Mobley has been named national sales manager of the Washington Convention and Visitors Association. He will be responsible for the national sales efforts of the association directed at attracting major conventions to Washington.
