American Satellite Co., which provides domestic telecommunication services to business, government and public clients, will move its headquarters to the Research Boulevard Center in west Rockville.

In a lease arranged by Julien J. Studley Inc. to begin March 1, ASC will occupy 60,500 square feet in a new six-story building. ASC is owned by Fairchild Industries Inc. and Continental Telephone Corp.

Martin Marietta Corp. has signed a lease to occupy 55,850 square feet to house its data systems division in the second building being completed at Capital Office Park in the Greenbelt area.Julian J. Studley Inc. arranged the lease for the building, to be completed this spring. Capital Office Park is located on the Beltway at Kenilworth Avenue, next to a site in Prince George's County for a new Hilton Hotel, scheduled to be started this spring.

Walker & Dunlop arranged construction and permanent financing for a 13-story, multiple-use building at 1400 I St. NW on top of the east entrance of the McPherson Square Metro station. The $16.5 million permanent loan was placed with a pension fund. American Security Corp. is doing the construction financing for a limited partnership headed by Melvin and Edward Lenkin. Arthur Cotton Moore Associates designed the building, scheduled to be completed in the summer of 1983.

Commercial leasing contracts totaling $74 million were arranged by Shannon & Luchs in 1980, an increase of 26 perecent over leases signed in 1979. The leases involved 1.3 million square feet of space, according to Thomas G. Owens, head of commercial leasing for the broad-based realty firm.

Leggatt McCall & Werner reported that it represented IBM in a long-term lease for 68,557 square feet at 1300 N. 17th St., Arlington. Julien Studley represented Holywell Corp., the owner of the building. Leggat McCall & Werner also represented the law firm of Hughes, Hubbard & Reed in a long lease for 28,347 square feet in a new building at 1201 Pennsylvania Ave. NW, where Cabot, Cabot & Forbes Co. is the developer.

The Braedon Companies announced that Andrulis Research Inc. has leased 16,000 square feet of industrial space in a warehouse at 2800 52nd Ave., Bladensburg. The space will be converted into a chemical laboratory by the scientific and development firm, which does business with federal agencies. Andrulis will continue to keep its corporate headquarters in Bethesda.

Rosenfeld Realty Co. Inc. recently completed an expansion and enclosure program at the Lebanon Plaza Mall in Lebanon, Pa., where the Hess department store will be a new tenant in addition to Sears and J.C. Penney. dBethesda-based Rosenfeld is the leasing management agent for the 400,000-square-foot Lebanon Plaza.
