Three experts in hotel franchise development recently joined Quality Inns International Inc. Stephen L. Selka was named senior vice president for development and H. Andrew Torchia and John P. Matlick were named vice presidents for development. The three came from Best Western International, where they were responsible for adding more than 1,500 properties to that company's system.

Selka, Torchia and Matlick will be responsible for carrying out a plan that calls for doubling the number of Quality Inn properties and rooms by 1985. The company currently has 350 properties and 40,000 rooms. a

Selka joined Best Western in 1979 as vice president for financial services and membership sales. Prior to that, he was president of Lodging Management Services Inc. Between 1971 and 1975, he taught hotel financing and management at the University of Wisconsin.

Torchia began his hotel career in 1961 in the accounting department of his family-owned company, Harrisburg West Motor Inns Inc., where he later became vice president of operations. He joined Best Western in 1968 and served as eastern vice president for membership sales.

Matlick joined Best Western in 1974, eventually becoming corporate vice president for membership sales. Before that, he was director of sales for American Express.
