W. Bowman Cutter, former executive associate director for budget at the Office of Management and Budget and a principal architect of the Energy Security Act that created the Synthetic Fuels Corp., has joined the accounting firm of Coopers & Lybrand as a partner.

Jan L. Nichols has been appointed to the management advisory services department of the Washington office of Laventhol & Horwath. Nichols will serve as a consultant for the leisure time industries.
