Joseph A. Cicero has been named senior vice president of the Equitable Trust Co. He will be responsible for the areas of accounting, financial and management services and market research activity.
Joseph P. Burke has been elected chairman and chief executive officer of Kennedy Bank and Trust. Burke also is chairman and chief executive of Administrative Services International Inc. He joined Kennedy in 1979 as special assistant to the chairman. Prior to that, he served as deputy comptroller, chief of planning, director of personnel and director of training for the National Security Agency.

Phillip L. Mann, a partner in the law firm of Fulbright & Jaworski, has been elected to the board of directors of Perpetual American Federal Savings and Loan Association.
Maud Mater has been named vice president/deputy general counsel and corporate secretary of the Federal Home Loan Mortgage Corp. She will head the corporation's legal department and will supervise its legal activities.
