Edward P. Blanchard Jr. has been named executive vice president and chief operating officer of Airline Publishing Group. He will concentrate on the production and marketing of the firm's two monthly magazines, Airline Executive and Commuter Air.

Goff Lebhar has been appointed president of Capitol Broadcasting Co. He was previously general manager of radio stations WJMD, the District, and WQAL, Cleveland, Ohio. Capitol Broadcasting also announced the appointment of Denise Oliver as vice president of operations and programming for its stations WWDC-AM 1260 and WWDC-FM.

John P. McLaughlin, former president and a founder of Keenan and McLaughlin, has been appointed executive vice president and director of client services at Abramson/Himelfarb Inc.

Mark P. Bayer has been appointed director of data-base services for Disclosure Inc., a Bethesda firm that micropublishes about 110,000 reports filed annually with the Securities and Exchange Commission by publicly held companies.
