James G. Wieghart has been named to the new position of executive editor of the Daily News in New York. He previously was the Washington bureau chief and a political columnist for the paper, and since last March served as assistant to the publisher.

Cornelis V. DeGeus has been named project manager, Montgomery County for Times Mirror Cable Television. Times Mirror has entered into a joint venture with Montgomery Cable Communications Inc. to bid for the cable TV franchise in the county.
Brooks R. Sheifer of Randolph, N.J., has been named publisher of the Baltimore/Washington edition of Black's Guide, an annual reference work for the office space market.
Thomas K. McKnight, an attorney with a background in communications, will become vice president for telecommunications development of the Gannett Satellite Information Network, GANSAT. McKnight has been an attorney on the corporate staff of Gannett since 1979.
