Barry F. Scher, director of public affairs for Giant Food Inc., has been elected president of the Montgomery County Chamber of Commerce for 1981-82.
Thomas H. Woteki has joined Ferox Microsystems Inc. as vice president of research and development. His duties at Ferox will include research, new product development and technical management of software projects.
Ferox Microsystems Inc. also announced the appointment of William A. Shrouds, a certified public accountant, to the position of vice president for finance.
T. Douglas McQuade, a member of the auditing staff of Peat, Marwick, Mitchell & Co., Roanoke, has been promoted to audit supervisor.
Jesse F. Lancaster has been promoted to president of Dynatech Data Systems. He was formerly vice president in charge of marketing and engineering.
Leo A. Daly III has been named president of the Leo A. Daly Co. He succeeds his father, Leo A. Daly Jr., who died of a heart attack early last month. The firm has participated in several area construction projects, including planning and engineering of Children's Hospital and the headquarters building of the Organization of American States.
Anne Howard, formerly special assistant to the deputy secretary of Commerce, has joined the public affairs firm of Fraser/Associates as vice president of the international department.
Richard M. Dowd has been appointed manager of the Environmental Research & Technology Inc. policy analysis division here. Dowd was formerly acting assistant administrator for research and development at the U.S. Environmental Protection Agency.
