Joel R. Alper and Robert W. Kinzie have been appointed vice presidents of the World Systems Division of Communications Satellite Corp. Alper, who previously served as Comsat's director of Intelsat affairs, will continue to represent Comsat on that board and will assume responsibility for the planning, development and operation of Comsat's international satellite communications services.

Kinzie, the former Comsat World Systems vice president for project management and development, will be responsible for World Systems finance, contracting and procurement, personnel, software and data systems, and the Comsat maintenance and supply center.

In another corporate development, Roger Cochetti has been named manager of public relations for Comsat. He previously served as assistant director for legislative and public affairs of the U.S. International Development Cooperation Agency.

Walterene Swanston has joined WDVM-TV as assignment editor. She was previously vice president of project development and management for Children's Television International.

Charles J. Nangle has been promoted to senior vice president for finance and treasurer of American Satellite Co. Arthur E. Parsons was named vice president for marketing.

Robert E. Lee, former acting chairman of the Federal Communications Commission and the commissioner who served the longest term in the history of the commission (he was appointed in 1953), has been named to the board of directors of the United States Satellite Broadcasting Co. Inc.

Karen Teitler has joined the data communications firm of Racal-Milgo Information Systems Inc. as district sales representative for Maryland.

Robert B. Dillingham has joined U.S. News & World Report as national sales manager. He was previously with Sports Illustrated.

Barbara Pomerance has been named director of public relations for the advertising/marketing and public relations firm of Ehrlich-Manes & Associates Inc.
