PHH Group Inc. of Hunt Valley, Md., has promoted three senior managers to executive vice president, Robert D. Kunisch, A. Samuel Penn and Frank J. Schmieder. The three will comprise a newly formed management committee, intended to manage the growth of the company and control the direction of operations of PHH and its operating companies.

Kunisch is currently president of Homequity, the firm's relocation management subsidiary. He has held a number of positions since Homequity became a PHH Group company in 1971, including director of residential sales, corporate marketing director and senior vice president for marketing and sales. He was appointed president of Homequity in 1976, a position he will retain.

Prior to his promotion, Penn was senior vice president of PHH Group and is the former president of Peterson, Howell and Heather Inc., the company's fleet management subsidiary. He joined the company in 1969 as a regional buying manager. In 1978, Penn was made a senior vice president of PHH Group with responsibility for all the company's vehicle-related activities. In his new assignment he will retain these duties and assume corporate responsibilities for human resources and corporate communications.

Schmieder joined PHH Group in 1976 as vice president for administration and was named senior vice president and chief financial officer in 1978.
