Robert E. Allen, president of Chesapeake and Potomac Telephone Co., has been elected to the board of directors of Riggs National Bank. Allen became C&P president just four weeks ago. He previously worked for AT&T and, before that, for Indiana Bell Telephone Co.

Robert C. Maynard, a former editorial writer at The Washington Post and currently editor of the Oakland Tribune and Eastbay TODAY, has been promoted to the additional role of publisher of those newspapers. He succeeded Albert Dolata, who has become a general executive with Gannett Co. Inc.

James K. Glassman has been named publisher of the New Republic. He has been executive editor of Washingtonian magazine. Glassman succeeds Robert A. Cohen, who was named associate publisher and general manager of Technology magazine.

Kevin G. Phelps has been appointed manager of the legislative reporting service division of S&FA Reporting Services Inc. He will be responsible for coordinating reportage of legislative developments across America and will direct S&FA efforts to improve service through the utilization of advances in telecommunications.

Richard Cauman has joined Ernest Wittenberg Associates Inc. as director of public affairs.

Kevin J. Bennis has been named commercial sales manager for the mid-Atlantic region of MCI Telecommunications Corp.

Karen Kershner has been named senior vice president of Goldberg/Marchesano and Associates.

WMAL Inc. executive vice president Andrew M. Ockershausen was named "Citizen of the Year" by the Georgetown Big Brothers Club, in recognition of his editorial opinions supporting the work of Big Brothers and other organizations during the past year.

Milton H. Davis Jr. has been appointed associate director for programming at PTV-2, the specialized programming division of the Public Broadcasting System.

Robert L. Richmond has been appointed senior vice president and general manager of Domestic Engineering at Telcom Inc. of Vienna.

C. Dale Springer Jr. has been named manager of public affairs for McCormick & Co. Inc. He will represent McCormick in working with various state and federal regulatory agencies, officials and citizens.

Paul Robinson has assumed responsibility as program director for WXTR FM/AM in the Washington metropolitan area. He previously worked in the same capacity for WJMD Washington and WLIR New York. William L. Dalton has moved to WXTR as president and general manager. He was most recently the general sales manager of the Broadcast Group at the U.S. Chamber of Commerce.
