Charles Barbot has been named vice president for land development of Porten Sullivan Corp. Barbot comes from the Washington division of U.S. Home, where he served in a similar position for over a decade. John Fratangelo was named vice president for construction, and Ron Garshag was named vice president for marketing and sales. Both men previously worked for U.S. Home.

Jerome P. Dykstra has been named vice president for commercial development in the Washington office of Wilma Southeast Inc., a real estate development and investment firm in Atlanta.

Gregory H. Leisch has assumed responsibilities as chief financial officer and director of consulting services for Delta Development of Alexandria.

Deborah G. Carlston has joined Arthur Rubloff & Co. as an office leasing specialist in the Suburban Properties Group. She previously worked for Walker & Dunlop.

Claudia Smith has rejoined Hugh T. Peck Properties as manager of its Rockville office. She began her real estate career with Peck, then worked for Frazee Realtors, also of Rockville.

C. Preston Scheffenacker has been appointed sales director of Crestwood at Frederick, Md. He previously owned his own development and building company in Baltimore and was active in condominium sales in Ocean City and Annapolis.

Catherine S. Bolger of the W.C. and A.N. Miller sales staff has been awarded the GRI (Graduate Realtors Institute) designation by the Realtors Institute of Maryland, following 90 hours of specific education outlined by the National Association of Realtors.

Khanh Trang has been appointed sales director for General Development Corp.'s Falls Church and Baltimore sales offices.
