John R. Cochran, postmaster of Washington, D.C., has been named Eastern Region Postmaster-of-the-Year by the Direct Mail Marketing Association. His selection was announced in Oklahoma City recently at the annual convention of the National Association of Postmasters of the U.S.

Cochran began his postal career in 1946 as a clerk in the Baltimore post office. He served in postal management positions at district and regional levels before being appointed postmaster of Washington, D.C. by Postmaster General William F. Bolger last January.

In another development, Jackie A. Strange, who has served as district manager of the Kentuckiana Postal District, headquartered in Louisville, since October 1979, has been named assistant postmaster general for procurement and supply.

In her new position, Strange will be in charge of the central procurement and supply management functions of the U.S. Postal Service and will direct a variety of headquarters service functions. She will head a staff of 360 headquarters and 1,170 field personnel.

Strange did graduate work in education at the University of Virginia, becoming a high school English teacher before joining the Postal Service in 1946 as a distribution clerk. She was recently awarded the Postal Career Executive Service Special Achievement citation.
