William G. McGowan, chairman of MCI Communications Corp., has been named Telecommunications Industry Executive of the year for the second time in three years by the Wall Street Transcript. McGowan "has continued to lead the way in establishing a competitive environment in the industry," according to the award committee. McGowan received the TIE award in 1979 and is the only person to have received the award twice.

John Wheeling has been named director for news and programming at WTOP Newsradio 15. For the past five years, he has been manager for news operations at WCBS Newsradio 88 in New York.

Dr. Matthew J. Remec has been named vice president of multiplex engineering and systems planning for MCI Communications Corp.

William P. Harokopus has been appointed vice president and general manager of Bendix Communications Division. Harokopus, previously assistant general manager of the division, will be responsible for all the division's product lines including air control, communications, target detection equipment and the aerospace systems operations.

Marcia Cherner has been promoted to director of operations for Metrosports, a locally-based independent sports network syndicator. In addition, Metrosports has hired Allison Band to direct its commercial operations.

Dr. James H. Babcock, former assistant deputy undersecretary of defense for intelligence, has been appointed vice president for research and development of PRC Government Information Systems, one of the four operating groups of Planning Research Corp. Babcock has managed national and tactical intelligence activities for the Department of Defense.
