Don Tollefson will become managing partner of the Omaha, Neb. and Des Moines, Iowa operations of Arthur Andersen & Co., an international accounting firm. Tollefson will be replaced in the firm's offices here by Fred Brinkman, who was formerly co-chairman for the company in San Francisco.

James W. Darras has been appointed principal-in-charge of the Interspace Inc. Washington design division. Darras was previously director of the Chicago interior design group of Perkins & Will, an architectural firm. Interspace Inc. is an interior design and space-planning firm located in Philadelphia.

Roger C. Courtney has joined the American College of Cardiology as director of the government relations division. Courtney is an attorney who has worked in government affairs for the American Psychiatric Association, the American Association of Osteopathic Medicine and the American Optometric Association.

Jay A. Campbell has joined the Solid Waste/Resources Recovery Division of Henningson, Durham & Richardson. He will be responsible for project development and management in the firm's Alexandria office.

Gordon Smith has been named a vice president of Hill and Knowlton Inc. Smith was head of the Washington office of Edward Gottlieb & Associates from 1962 to 1976, when the firm merged with Hill and Knowlton.

Judy Gorman has been named assistant director of research in the Washington office of Daniel J. Edelman Inc.

Andrew E. Gross has joined Bly-McGehee Company Inc. as senior insurance product analyst. He was formerly with the Richard Gross Agency in Philadelphia.
