Jose R. Rivera has been promoted to the position of vice president of the applied systems and technology division at Libra Technology, a local consulting firm.

Albert A. Foer has joined the Washington law firm of Jackson, Campbell & Parkinson. He was previously assistant director of the Bureau of Competition at the Federal Trade Commission.

Thomas L. Foley has been named business counselor of the year by General Business Services Inc., a national small business counseling firm.

Paul S. Egan has been promoted to the position of assistant director of the American Legion's national legislative division. Egan has been with the organization since 1979.

Roy L. Compton has been elected chairman of the board of The Asphalt Institute. Compton is northern manager for the asphalt marketing group of Ashland Petroleum Company in Russell, Ky. Jack Turner, refinery sales manager for the Delta Refining Co. in Memphis, Tenn., was elected vice chairman.

Hollie Soules has been named public relations director of Lang Advertising. She was previously with the Mayor's Office of Management and Budget for the City of New York.

Richard B. Bland has been elected president of the American College of Mortgage Attorneys Inc. He is a partner in the law firm of Lancaster, Bland, Eisele & Herring.

Polly Crane has been named marketing coordinator of the conference and management services department of Courtesy Associates. Crane comes to the firm from Convention Magazine, where she was director of promotion and circulation.

Wapora Inc., a environmental and energy contract research firm located in Chevy Chase, has announced that J. I. Bregman has been elected chairman of its board of directors. In several related developments, William A. King was elected to the board of directors and promoted to executive vice president; Robert France and Lawrence Olinger became vice presidents; Robert Noone was appointed secretary, and Cheryl Richardson was named assistant secretary.

John F. Wing has been named managing officer of the Booz-Allen & Hamilton Inc. transportation consulting division. Wing has worked in the division's Bethesda office since 1976. He has also held the positions of research director, vice president and senior vice president for the applied research division of the firm.
