Herbert Morrow Jr. has been named president of Editors Press Inc., a subsidiary of Kiplinger Washington Editors. He succeeds Austin H. Kiplinger, who has become chairman of the board. Morrow joined Editors Press in 1958 as vice president and general manager.

Leonard Biegel has been named a vice president of Burson-Marsteller. He has been director of media relations for the firm since 1980.

W. Terry Maguire has been promoted to vice president and general counsel of the American Newspaper Publishers Association. He has been the association's vice president for legal and government affairs since January 1980.

Jerry M. Caplan and Neal J. Edwards have been promoted to senior vice presidents at Ehrlich-Manes & Associates.

William C. Rolle Jr. has been named president of the National Capital Chapter of the Public Relations Society of America. He is president of Bill Rolle & Associates, a public relations and advertising firm founded by Rolle 17 years ago.

Michael J. Byrnes has been appointed vice president of finance and administration of Henry J. Kaufman & Associates. He was formerly vice president of finance of A. Eicoff & Co. in Chicago, Ill. Allan Horlick has been promoted to director of sales at WRC-TV. He previously held the position of sales manager.

Dennis Nolte has been named assistant vice president of sales for the Baltimore division of Telecommunications Concepts Inc., a private telephone company with headquarters in Fairfax. Nolte was previously vice president of Maryland sales for Executone/Atlantic.

Anne Mollegen Smith has become editor-in-chief of Redbook magazine and vice president of the Redbook Publishing Co. in New York, N.Y. Smith is a native of Alexandria.

Ron Hickman has been named Washington branch manager for World Book-Childcraft International Inc. He was previously branch manager of the company's operations in Wilkes-Barre, Pa.

Edward Segal has become director of media relations for RM&D Associates, a public affairs firm based in Baltimore. He was formerly press secretary to Rep. Mickey Edwards (R-Okla.).
