William C. McLaughlin has been elected president of the Automotive Trade Association of Maryland. He is president of Hill and Sanders Ford in Wheaton.

Penelope S. Farthing has been promoted to senior counsel at the American Insurance Association. She formerly served as counsel in the federal affairs section of the association's government affairs department.

Thomas R. Horton has been elected president of the American Management Associations, succeeding James L. Hayes, who will become chairman and chief executive officer. Horton has been with IBM for 27 years.

Joseph R. Hughes has been named president of the Mechanical Contractors D.C. Association Inc. He is president of J.R. Hughes Inc. in Kensington.

Peter F. McNeish has been appointed executive vice president and legislative counsel of the National Association of Small Business Investment Companies. McNeish was previously associate administrator for investment at the U.S. Small Business Administration.

George M. Stone was recently named chairman of the board of the Truck Body and Equipment Association Inc. He is president of Stone Truck Equipment Co. Inc., located in Fairfax.

John C. Bard has become president of the Aluminum Association Inc. He was previously vice president of International Bank. He succeeds S. L. Goldsmith Jr., who becomes president emeritus of the association.

Stephen A. Finn has been appointed director of government relations for the National Restaurant Association. He was formerly administrative assistant to U.S. Rep. William Boner (D-Tenn.).
