Riggs National Bank of Washington, the principal subsidiary of Riggs National Corp., has named two executive vice presidents to strengthen operational activities.

Donald E. Doyle, who joined the area's biggest bank in 1958 as deputy comptroller, and William H. Ryland, who joined the Riggs international division in 1978 as vice president, were promoted to the new posts.

Doyle had been senior vice president and auditor since 1976, while Ryland has been senior vice president and manager of the Riggs branch in London for the past two years.

A number of other executive promotions were approved by the bank's board recently, including Webb C. Hayes IV as senior vice president for corporate banking and William H. Kittas senior vice president for product management.

Satish Bhaskar Survanshi and Annette F. Sompayrac have become members of the investment-broker staff of Legg Mason Wood Walker.

Thomas S. Eckis has been promoted to senior vice president of United Virginia Mortgage Corp. in Alexandria. He was formerly vice president and construction loan manager.

Alan M. Best and Kitridge Buritsch were recently promoted to vice presidents of Equitable Bancorporation.

Joseph P. Blocher, a senior partner in the law firm of Linowes & Blocher, has been elected to the board of directors of First American Bank of Maryland. George S. Garey Jr. has also been named senior branch officer in charge of the bank's Chevy Chase office.

Stephen B. Modly III has been appointed manager of the Calverton branch of John Hanson Savings & Loan. He was formerly a branch manager for Jefferson Bank & Trust Co.

Hays T. Watkins, president of CSX Corp., has been elected to the board of directors of the Bank of Virginia Co.

Herbert D. Vogel Jr. has been appointed assistant vice president of the Tysons Corner office of Merrill Lynch. He originally joined the company in 1975 as an account executive.

Leonard E. Moyers Jr. has joined the McLean office of Paine Webber as a commodities broker.

Philip D. Morse has become a loan officer in the Washington office of The Abacus Group.

Vincent A. Sweeney, president of Suburban Savings and Loan Association in Annandale, has been elected to the board of directors of the Federal Home Loan Bank of Atlanta.

Charles Steinecke, president of the Tower Federal Credit Union, has been elected secretary of the board of directors of the National Association of Credit Union Presidents.

Robert D. Willey has been promoted to vice president at NS&T Bank. In addition, the bank has created a division called the Executive Banking Group, with David S. Smith Jr. as vice president and Suzanne Dembowski as assistant vice president.

Jack N. Kodrich has been elected president of Permanent Mortgage Co., a subsidiary of National Permanent Federal Savings & Loan Association. He was previously executive vice president of the mortgage company.

Edgar J. Roberts has been appointed treasurer of the Asian Development Bank in Manilla. He was previously managing director of Lehman Brothers Kuhn Leob Inc. in New York.

Jean A Crockett, professor of finance and chairman of the finance department of the University of Pennsylvania's Wharton School, has been designated chairman of the board of the Federal Reserve Bank of Philadelphia. She will be the first woman to serve as chairman of the Philadelphia bank, and one of two women to hold such a post in the Federal Reserve System.
