Steven S. Fadem has been appointed counsel for the law department communications group of Viacom International Inc. Fadem joined the company in 1980 after spending several years at the Federal Communications Commission.

Mary Lou Forbes, winner of the Pulitzer Prize for her coverage in The Washington Star of Virginia school desegregation, has been named executive editor of Source Telecomputing Corp., a subsidiary of the Reader's Digest Association Inc. Forbes joined The Star in 1944 and went on to become metropolitan editor, deputy Portfolio editor and associate editor of the paper's commentary section.

Herbert A. Beard, formerly director of promotion and public relations for The Washington Star, has been named manager of advertising and promotion for the Bureau of National Affairs Inc. Prior to joining The Star, Beard was a public affairs officer at the Department of Energy.

David Burgin, editor of The Peninsula Times-Tribune in Palo Alto, Calif., has been named editor of The Sentinel Star in Orlando, Fla. Burgin served as sports editor, metropolitan editor and assistant managing editor at The Washington Star, and later was editor of The Paterson Morning and Evening News in Paterson, N.J.

Terry Lowe has become director of publicity and special events for WJLA-TV. Lowe was most recently morning news writer for WTOP Radio. She also worked in the broadcast operations department of the Mutual Broadcasting System as coordinator of common carrier relations.

Leonard J. Kudlata has become vice president and publisher of Standard Rate and Data Services Inc., a company which publishes 13 separate volumes used for planning and buying advertising media. Kudlata was promoted from vice president for sales.

Peter V. Stanton recently joined the D.C. office of the public relations firm of Manning, Selvage & Lee. Stanton was formerly assistant director of university relations for the University of Maryland.

Alfred S. Raider has become director of public relations for Raider Advertising Agency Inc., a retail marketing services firm which recently added a government and public relations division to its operations. Raider is an attorney who was previously a law clerk for the U.S. District Court in Maryland and a member of the antitrust staff in the Maryland attorney general's office.

Susan L. Earp has been appointed director of real estate advertising for the Sentinel Publications. She had been with the general brokerage division of Lewis & Silverman.

Tom Cirrito has become general manager of the communications systems division of Southern Pacific Communications Co. He was recently vice president of marketing for Southern Pacific Distributed Message Systems, a subsidiary of SPCC.
