Enos K. Fry has been elected president and chief administrative officer of Citizens Savings and Loan Association. He succeeds Frank L. Hewitt, who will become chairman of the board and chief executive officer. Fry was formerly executive vice president of Citizens.

The Metropolitan Washington Savings and Loan League has elected as its president Robert A. Barton Jr., who is president of Interstate Federal Savings & Loan. Other new league officers are: vice president, Lucian H. Vandoren, president of Jefferson Federal; secretary, Dewitt T. Hartwell, executive vice president of Columbia First Federal, and, treasurer, Edgar F. Peterson, president of National Permanent Federal.

Ernest A. Oestreicher has been appointed director of the country department of the Asian Development Bank. He was formerly with the Canadian Department of Finance.

J. Craig Marshall has been named executive vice president and chief operating officer of Capital Bank N.A. He was formerly vice president of corporate banking for American Security Bank of Washington.

Roger H. Berwanger has been elected vice president and corporate planning director of Union Trust Bancorp. Berwanger was most recently employed by ITT Corporate Programming in Stratford, Conn.

B.F. Saul Co. recently promoted Philip D. Caraci to senior vice president. Luis O. Gonzalez, Bruce R. Looloian, James F. Miller and John A. Moffet Jr. were named vice presidents. In addition, Linda C. Lawson was promoted to vice president of B.F. Saul Mortgage Co.

Calvin R. Rahm, senior vice president of Legg Mason Wood Walker Inc., has been elected to the firm's board of directors.

Pierre C. Damiba has been appointed special advisor for African affairs for the International Finance Corp. Damiba has been president of the Regional West African Bank of the West African Monetary Union and a World Bank governor for Upper Volta.

Marvin H. Potter Jr. has become vice president at the Bank of Virginia.
