Ronald D. Brown, Bernard H. Clineburg and Patrick G. Hartley have been promoted to senior vice presidents of the National Bank of Washington. Brown has been vice president of the operations and automations division. Clineburg became manager of the bank's metropolitan banking division when it was first organized in 1981. Hartley was previously vice president of the funds management division.

Howard D. Orebaugh has been named president and chief executive officer of United Savings and Loan Association. He was most recently president of Washington Federal Savings and Loan.

The National Bank of Commerce has elected three new directors. They are Joan Bialek, president of Bialek's Medical Arts Pharmacy Inc.; Barry Foreman, president of Foreman Distributing Co. of Virginia Inc., and Brig Owens, assistant to the executive director of the National Football League Players Association.

Edward A. Taber III and Charles H. Salisbury Jr. have been elected directors of T. Rowe Price Associates Inc. Taber is a vice president of the firm and assistant director of its Fixed Income Division. Salisburg is a vice president and investment counselor.

Patricia A. Evans has been elected to vice president of F&M Mortgage Corp. She was formerly manager and assistant vice president of the corporation's Columbia branch.

Michael C. Rush has been named senior executive vice president and chief operating officer of the Federal Home Loan Mortgage Corp. He was formerly chief financial officer.

Cynthia L. Fisher has joined United Savings and Loan as senior vice president and administrative officer. Christopher Burch, formerly an examiner with the Federal Home Loan Bank, has been appointed vice president and chief financial officer.

Donald E. Saccardi has been promoted to senior vice president of commercial real estate for Riggs National Bank. He has been vice president of that division since 1974. In addition, Carol L. Krefting has named vice president of investments.

David L. Bachman has been elected vice president and cashier of the Women's National Bank.

Bruce E. Tria has been appointed vice president and trust officer at First Virginia Bank.
