Edward M. Rider has been appointed director of the government traffic department of the American Trucking Association. He succeeds Walter P. Saylor, who resigned. Rider previously was director of the association's agricultural relations department.
Suzanne L. Paciulli has been elected first vice president of the Fairfax County Chamber of Commerce.
