Robert O. Carr has been named executive vice president of the Oliver T. Carr Co. Philip R. Carr was promoted to senior vice president of operations and Lee W. Campbell has become vice president of finance and controller/treasurer.
In the company's development division, Michael B. McGowan was named director of suburban commercial projects; Gretchen E. Moser, director of Washington, D.C. projects, and Richard B. Leavy Jr., project manager. In the development/construction division, James R. Hawkins, Raymond A. Mocarski and Arthur P. Hanket were promoted to senior project managers. Steven N. Bralower was named the operation division's director of marketing and Thomas L. Haynes, assistant controller in the finance and accounting division.
Jean Backman has been named vice president of sales development for Coldwell Banker Routh Robbins-Realtors, a wholly-owned subsidiary of Sears, Roebuck and Co. She will be "responsible for expanding the company's market penetration in the Washington metropolitan area and for helping to integrate Sears' nationwide 'one-stop shopping' concept into the real estate industry," the company said. Backman was formerly vice president of Panorama Real Estate.
Also at Coldwell Banker, Gary E. Hutchinson has been named assistant vice president and district manager of its Washington real estate management services.
Robert Bennett has been named executive vice president of the National Corporation for Housing Partnerships. He was previously executive vice president of the Federal National Mortgage Association.
John C. Walker IV has been promoted to vice president of realty, development and management for the John C. Walker Cos.
David P. Madigan has been appointed executive vice president of the Home Owners Warranty Corp. He was previously a regional vice president of Colonial Penn Insurance.
Richard E. Altemus Sr. has joined Thomas B. Lamond Inc. as an associate specializing in commercial and residential sales. Altemus was previously vice president of Citizens Bank and Trust and executive vice president of Chevy Chase Bank and Trust Co.
John J. McCoole has joined the commercial leasing staff of Ridge Development Corp., the development subsidiary of Weaver Bros. McCoole will be responsible for the Tackett's Mill Center now under construction adjacent to Lake Ridge Shopping Center. He was formerly with Homeyer & Bachman of Dale City.
Charles E. Brewer, assistant vice president of Weaver Bros., has also been appointed to Ridge Development as head of construction operations.
Frederic J. Ball has been named vice president of the Weaver Bros. commercial leasing division. He was most recently a vice president for Tyson Leasing Ltd.
John F. Burket III has been promoted to assistant vice president of the Artery Organization Inc. He will also be manager of the company's Maryland division during construction of a new project in Gaithersburg.
Terry T. Mooney has been named president of National Real Estate Investments Inc. Mooney was formerly a director of Lyland International. In addition, Severin C. Grish has joined the firm as vice president. He was formerly vice president of commercial operations for Cirrus Investment Corp.
Smithy Braedon Co. has promoted John T. Winkler to vice president of commercial sales in Virginia and branch manager of the McLean office. Neal Friedman has been named assistant vice president and Lawrence Leber and J. Douglas McNaron have been named assistant treasurers of the company.

Kenneth F. Cibroski has been elected chairman and chief executive officer of Realty World Corp. He succeeds Robert A. Prindiville, senior vice president of Thomson McKinnon Securities Inc. of New York, which owns a controlling interest in Realty World. Cibroski will continue to serve as president of Realty World.
