Robert W. Kinzie has been elected president of Comsat General Corp., a subsidiary of Communications Satellite Corp. Kinzie's responsibilities will include management of the corporation's Marisat and Comstar satellite systems and the establishment of a worldwide satellite launch suppoort system. He most recently served as vice president of satellite systems and technology with Comsat General.

James N. Sites has joined the public relations firm of John Adams Associates Inc. as a senior consultant. He will continue to operate his own management counseling service.

Peter S. Chandler has joined the public relations firm of Gray and Co. as a speech writer. He will continue to write a humor column for the weekly Capitol Hill newspaper Roll Call.

David Federman has been named editor of PreciousStones Newsletter. He was previously editor of the Diamond Market Monitor. Federman replaces founder and editor Bernard Cirlin, who died earlier this year.

Dianne E. Bach has been promoted to senior account executive with Paluszek & Leslie Associates. Frances H. Bernhards and Gerald Olszewski have been promoted to associate account executives with the firm.

Harland W. Warner has been named executive vice president of the public relations and advertising firm of Bill Rolle & Associates Inc. He was formerly executive vice president with Fraser/Associates.

Robert L. Yost has joined Gray and Co. as a senior advisor. He is a retired career foreign service officer.

Charles H. Kadlec has been elected president and chief executive officer of Frazier, Gross & Kadlec Inc. He succeeds Horace W. Gross, who has retired. Kadlec was formerly executive vice president with the firm. Thomas J. Buono has also joined Frazier, Gross & Kadlec as a senior financial analyst. He was formerly assistant to the president of Sunbelt Communications Ltd. in Menlo Park, Calif. Jonathan A. Intrater has joined the firm as an associate.

James W. Plumb has been named president of Ruder Finn & Rotman Inc. Plumb was formerly executive vice president of the firm.

Lon Walls was sworn in as president of the Capital Press Club for the 1982-1983 term. Walls is a media specialist with WHMM-TV.

Mary Addis Kilby has been named a vice president with J. Walter Thompson U.S.A., Inc.
