Lucian H. Vandoren has been elected chairman of the board of Washington Federal Savings and Loan Association, and Richard L. Coffman has been elected president and chief executive officer. Vandoren was formerly president and chief executive officer of Jefferson Federal Savings and Loan, which merged into Washington Federal last month. Coffman was formerly executive vice president and secretary with Washington Federal.
The association's board of directors also elected Fred E. Wilson Jr. as secretary, in addition to his present position as senior vice president. The election of officers was prompted by the recent death of James L. Harris, who had been chief executive officer of Washington Federal since 1976.
Frank L. Langhammer III has been appointed a senior vice president with Riggs National Bank. He was formerly vice president and manager of the public utilities unit with the Chemical Bank of New York.
Allan Oakley Hunter has been elected to the board of directors of Second National Building and Loan in Salisbury, Md. Hunter is an attorney and a member of the board of directors of the Federal National Mortgage Association.
Richard K. Slater has joined Suburban Bank as a vice president in its future banking division. He was formerly executive vice president with the Consumer Bankers Association.
James E. Yonge was sworn in as a member of the board of directors of the Export-Import Bank of the United States. He is chairman of the board of North Ridge Bank and a partner in Yonge & Halpern, both in Ft. Lauderdale, Fla.
Connie F. Bledsoe has been installed as chairman of the Metro Maryland chapter of the National Association of Bank Women. She is an assistant vice president with the Bank of Bethesda.
Carol J. Lichtenstein has been elected president of Credit Women International of the Nation's Capital. She is an assistant vice president with Riggs National Bank.
Peter F. O'Malley has been named to the board of directors of Suburban Bank and Suburban Bancorp. O'Malley is a managing partner with the law firm of O'Malley, Miles, Farrington and McCarthy in Prince George's County. Kersy B. Dastur has been named senior vice president in charge of the data processing division and corporate planning with Suburban Bank.
