The Greater Washington Board of Trade has announced its officers for the coming year. Thomas J. Owen, chairman of the board of Perpetual American Federal Savings & Loan Association, was named president, and Flaxie M. Pinkett, president and chairman of the board of the Washington realty and insurance firm John R. Pinkett Inc., was named president-elect of the regional business advocacy organization.

Owen became president of Perpetual in 1975, and chairman of the board in 1979. He has been Perpetual's chairman and chief executive officer since 1980.

He was associated with the family real estate appraisal firm, Thomas J. Owen & Son Inc., from 1959 until 1975. He was president of the firm from 1967 until 1975.

Owen is a director of both the Acacia Mutual Life and Ticor Mortgage insurance companies and a former director of the Washington Gas Light Co.

Pinkett is a member of the board of directors of Columbia First Federal Savings and Loan Association, First American Bank N.A., and the Potomac Electric Power Co. She is a member of the board of governors of George Washington University.

In 1981, the Board of Trade awarded Pinkett its highest honor -- "Man of the Years."

Other 1983 Board of Trade officer appointments include vice president John T. Hazel Jr., a partner with Hazel, Beckhorn & Hanes; secretary Rev. John P. Whalen, executive director, Consortium of Universities, and treasurer Sally A. Behn, president, Ferris & Co.
