Thomas B. Evans Jr. has been named a partner in the law firm of O'Connor & Hannan. Evans was formerly a member of the U.S. House of Representatives from Delaware.

Allen Michels has been named to the board of directors of C3 Inc., a computer systems engineering and integration company. Michels is chairman and president of Convergent Technologies in Santa Clara, Calif.

John C. Jamison has been named dean of the school of business administration at the College of William & Mary, effective July 1. Jamison is a limited partner of the New York investment firm Goldman, Sachs & Co.

Dennis C. Cooper and James J. Dahl have been named vice presidents of University Research Corp. in Chevy Chase.

Robin J. Thomashauer has been appointed medical facility administrator of the Kensington Medical Center.

Charles King has been named project architect with Darrel Downing Rippeteau, Architects. King was formerly a senior designer with Skidmore, Owings and Merrill.

Martin S. Pinson, Joan F. Tobin and Edwin L. Russell have been elected to the board of directors of General Health Inc.

John W. Franklin Jr. has been named senior vice president of Russell Reynolds Associates Inc., a New York-based executive recruiting firm. Franklin will continue to manage the firm's Washington office.

Dr. John W. Goldschmidt has been appointed vice president and medical director of the proposed National Rehabilitation Hospital. The hospital will be built on the grounds of the Washington Hospital Center and is scheduled to open in 1985.

Michael J. Clark has been appointed executive vice president of Wills & Associates, a public affairs firm. Clark was formerly a media relations manager with Sun Oil Co. in Philadelphia.

Billy E. Rutherford has been named vice president for Eastern operations of the Allen Corp., an Alexandria training research and development firm.

Stephen A. Boyko has been named an associate with Lara, Millard & Associates Ltd., a tax and investment-planning firm.

John E. DeVan III has been named a partner in the certified public accounting firm of Rowles & Jameson. He will be in charge of the firm's Washington office.
