Patrica Roberts Harris will join the George Washington University National Law Center faculty in the fall. Harris was secretary of Housing and Urban Development from 1977 until 1979, secretary of Health, Education and Welfare from 1979 until 1980 and secretary of the newly created Department of Health and Human Services from 1980 until 1981. She also ran unsuccessfully for D.C. mayor in 1982.

Clifford M. Rigsbee has been named chief executive officer of Analytic Disciplines Inc., a wholly owned subsidiary of the Evaluation Research Corp. of Vienna. Rigsbee was formerly president and chief operating officer of ADI.

Winthrop W. Faulkner and Harold L. Adams have been named to the American Institute of Architects' College of Fellows. Faulkner is a principal of Wilkes, Faulkner, Jenkins & Bass in Washington. Adams is president of RTKL Associates Inc., the Baltimore-based architectural, engineering and planning firm.

Werner L. Frank has been elected to the board of directors of SAGE Systems Inc., the Bethesda computer software products firm. Frank is president of the Werner Frank Computer Group, a consulting firm. He was formerly executive vice president and chief strategy officer of Informatics General Corp.

Bernard S. Hyatt has been named vice president for environmental engineering of Johnson, Mirmiran & Thompson. Hyatt was formerly chief engineer of the Anne Arundel County Department of Public Works.

David T. Ercole has been named director of marketing with Data Sciences Inc. in Silver Spring. Ercole was formerly director of marketing of American Computer and Electronics Corp.

John P. D'Arcy has been named vice president and manager of the Washington office of Paul Stafford Associates, an executive recruiting firm.

Glen O. Kirsch and Michael Checkan have formed International Financial Consultants in Rockville. Kirsch was formerly manager and chief executive officer of Deak-Perera, Washington Inc., a foreign exchange and precious metals dealer. Checkan was formerly Southeast regional manager of the Deak-Perera Group.

Gene J. D'Agostino has been named director of sales with Automated Directory Services Inc. (ADS-1001).

Frank S. Marasco has been named manager of financial planning of Legg Mason Financial Services Inc. Marasco was formerly manager of United Virginia Bank's northern division personal trust department.

John R. Moysey, Marilyn Lowen, James Simmons and George Tully have been named first vice presidents of the Maryland office of Laidlaw, Adams & Peck Inc. Peter Fox and J. Ward Muth have been named assistant vice presidents. Richard Bruce and James Woodward have been named vice presidents of the Tysons Corner office and Matthew Wagner was named vice president of the Washington office.
