William Henry has been appointed senior vice president for marketing operations of Time-Life Books Inc. Henry was formerly vice president for advertising and direct marketing of L. L. Bean Inc. of Freeport, Maine.

William E. McConaghay has been named vice president and general manager of NPR Ventures, National Public Radio's new for-profit subsidiary. He was formerly manager of the parts and supplies distribution operation of Varian Associates Instrument Group in Sunnyvale, Calif.

N. Franklin Smith has been named controller of Media General Cable of Fairfax Inc., a subsidiary of Media General Inc. of Richmond. Smith was formerly office manager of the Tampa Tribune, also a subsidiary of Media General.

Clancy Standridge has been named director of legislative matters of the General Telephone & Electronics (GTE) Washington office. Standridge was formerly with the General Telephone Co. in Everett, Wash.

Robert J. Thompson has been named senior advisor at Gray and Co. Thompson was formerly special assistant to President Reagan and White House deputy director for legislative affairs. He also is a legislative consultant to the Republican National Committee.

Edward Segal has been named vice president of The Billet Group Inc., a Washington public affairs firm. Segal was formerly vice president and director of media relations of RM&D Associates, a public affairs firm.

Hollis Palmer has been promoted to vice president for advertising and promotion for the Mutual Broadcasting System. Palmer was formerly director of advertising and promotion. Larry Michael has been promoted to manager of sports operations. He was formerly senior sports producer. Patrick Piper has been promoted to senior news producer for Mutual News. He was formerly a morning editor. Jim Bohannon has been named a Mutual News correspondent. He hosts a Mutual Network program called "Business Beat".

The Baltimore advertising firm, W. B. Doner and Co., has named Jeff Millman vice president and creative supervisor; Diane Richardson information specialist; Wendy Smith broadcast producer; Judy Cohan broadcast buying supervisor; Dave Robinson media supervisor; Susan Hiett media planner; William F. Herrfeldt account supervisor, and Nazanin Vafai Baldwin account assistant.

Sandra Brown has been promoted to southeast regional sales manager of Graphnet Inc., a Washington telecommunications firm. She was formerly a market support representative.

Sandra Heberer has been promoted to associate director of the news and public affairs department of the Public Broadcasting Service. Suzanne Singer was promoted to assistant director of the department.

Stephen H. Edwards has been appointed president of Mac Mannes Inc., a Washington advertising firm. Edwards was formerly vice president and head of sales. He succeeds John B. Mannes, founder of the company, who now will become chairman of the board.

Christopher P. Westfall has been named special projects manager of Washingtonian magazine. Westfall has been an account executive with the magazine since 1979.

Jackie Fleisher Wood has been named local sales manager of radio station WWDC. She was formerly local sales manager with radio station WMZQ.

Kenneth J. Jones has been appointed account executive of Barrett Advertising in Baltimore. Jones was formerly marketing services manager of Catalyst Research Corp. of Baltimore.

Gary L. Thomas has been named vice president for finance of American Radio-Telephone Service Inc. of Baltimore. Thomas was formerly executive vice president for administration of Peterson, Howell & Heather Inc.
