William G. Scaggs has been elected chairman of the board of Metropolitan Federal Savings & Loan Association. He has been a director of Metropolitan since 1982. Scaggs owns and operates several Maryland restaurants: the Anchor Inn in Wheaton, the Raindancer Seafood House in Rockville and the Stained Glass Pub in Silver Spring.
In a related matter, John W. Nickum Jr. has been appointed vice president of Metropolitan. He will head the commercial loan department. Nickum was formerly senior commercial credit officer.
William G. Norris will retire as executive vice president of Suburban Bank and executive vice president and treasurer of Suburban Bancorp on Aug. 1. Norris, who joined Suburban in 1947, was elected treasurer in 1962 and became vice president and treasurer in 1967. In 1973, he was elected senior vice president and treasurer and the following year became executive vice president.
Randall H. McFarlane has been named vice president and associate Washington counsel of the U.S. League of Savings Institutions. McFarlane was formerly legislative counsel and a director in the office of general counsel of the Federal Home Loan Bank Board.
Barry W. Blank has been named senior vice president for corporate banking of First American Bankshares Inc., and executive vice president of First American Bank. Blank was formerly regional senior vice president of Southeast Bank of Miami.
