Frank A. Shallo has been named marketing manager of Cogema Inc. in Washington, a nuclear fuel cycle company. Michael McMurphy was named general counsel.

Frank M. Adams has been promoted to president of Aircraft Systems Co., one of the two companies formed as a result of the reorganization of Allied Corp.'s aerospace sector. Adams was formerly vice president and group executive of the Bendix Corp.'s aerospace-electronics group.

Henry H. Hulse has been named general manager of Insituform East Inc. in Landover. Insituform repairs and rehabilitates underground pipe. Hulse was formerly project manager of Bichart-Horn Inc.

Charlene S. Parrotte has been promoted to quality officer of Vitro Laboratories in Silver Spring.

Dr. Levi Watkins and Solomon Baylor have been elected to the board of directors of BCI Contractors Inc., a Baltimore general contracting firm. Watkins is a Johns Hopkins University Hospital heart surgeon. Baylor is a judge on the Supreme Bench of Baltimore City.

Harry J. Foulkrod has been named vice president of program development at E-Systems Inc.'s Melpar division in Falls Church. He was formerly vice president and general manager of HRB Singer Inc. in Lanham.

Powell A. Moore has been appointed vice president for legislative affairs of Lockheed Corp.'s Washington office. Moore had been assistant secretary of state for congressional relations of the Department of State since 1982.

Robert F. Ellsworth has been elected chairman of the board of Howmet Turbine Components Corp. of Greenwich, Conn. Ellsworth is chairman and president of the Washington investment firm of Robert Ellsworth & Co. Ellsworth was U.S. ambassador to the North Atlantic Treaty Organization (NATO) from 1969 to 1971.
