Dynalectron Corp., a McLean-based diversified technological services company, has announced two recent promotions. H. Monty Hougen , a former trial and appellate counsel in the Judge Advocate's Corps of the U.S. Army who served most recently as corporate secretary for most of the company's subsidiaries, has been named corporate secretary and deputy general counsel. Richard C. Olsen , who has been director of corporate government relations for Dynalectron since 1982, has been named assistant vice president for corporate government relations. As a former special assistant to Rep. Jim Wright (D-Tex.), Olson was involved in the creation of the U.S. Synthetic Fuels Corp.

Frank Morra Jr. has been made a partner in Lewin and Associates Inc., a Washington-based management consulting firm specializing in health and energy fields. Morra, previously a senior scientist with the firm, now will serve as vice president.

Mary E. Kahn has been named vice president for corporate and business development of the Washington Consulting Group. Kahn had been a senior associate with the Washington-based management consulting firm.

Greenwall Goetz Architects has made Linda Wallis Jackson an associate. Jackson will continue to serve as a project manager for the company, and will take on additional administrative duties.
