Manufacturers Hanover Financial Services has named Christopher G. Flynn , previously manager of its Annandale office, to head its Rockville office.

Women's National Bank has appointed Brian H. Bernstein and Stewart A. Kohl to the bank's board of directors. Kohl is executive vice president and chief operating officer of the Cooperative League of the USA. Bernstein is a commercial office leasing agent for the Fred Ezra Co.

Washington Federal Savings and Loan Association has elected two vice presidents: William A. Craig , formerly a consultant on special projects, has been promoted to vice president of operations. And, F. Bill Nipper , previously with Astradyne Computer Industries in New York, has joined the firm as vice president of data processing.

United Virginia Bankshares has appointed Oscar H. Parrish Jr. , previously executive vice president for corporate banking, to executive vice president for credit administration. He succeeds Preston T. Holmes , 57, who has retired after 40 years with the Richmond-based bank. In addition, the bank promoted Samuel P. Cardwell , currently Western region president, to senior executive vice president, effective Jan. 1. Replacing Cardwell will be F. Edward Harris Jr. , who is currently executive vice president of the bank's Western region.

Dominion Bank has promoted Paul J. Head to vice president and manager of the bank's energy department in Roanoke. He was formerly with an Oklahoma bank as a commercial banking officer.
