Dewberry & Davis has promoted William H. Edwards to director of the Fairfax-based architectural and engineering firm's eight branch offices. Edwards was previously manager of the firm's largest branch office in Marion, Va.

Leopold & Linowes has appointed Arthur Auerbach a partner and head of the public accounting firm's tax department. Auerbach was formerly with a New York accounting practice.

Allen Corp., a behavioral science research and consulting firm based in Alexandria, has announced the addition of two senior researchers to its staff: James Baker, formerly chief of the computer and communications technology office at the U.S. Army Research Institute, has been named director of automation. And, Pamela Fenrich, a former vice president of Arthur D. Little Inc., has joined the firm as assistant vice president.

Cohen-Karydas & Associates, architects and planners, has appointed Susan Isaacs Jackson director of marketing.

Washington Inc. has appointed Beth Ellington, formerly national sales manager of Advantage International, to director of marketing of the firm, which plans events for corporations and associations.

Vitro Corp., the systems engineering unit of the Penn Central Corp. and Montgomery County's largest private employer, recently announced five appointments: Porter S. Kier, previously a director with Rockwell International, as program director; Lee A. Eckard, a former head of management systems, as director of logistics and support; John P. Helenek, formerly head of the construction department, as director of systems integration; William J. Sanda, recently with Sperry Univac, as director of advanced systems, and Percy E. Baynes, a former director of the shuttle orbiter division of NASA, as director of software engineering.

Sperry Corp. has named Glenn R. Kruse to the newly created position of vice president for government marketing operations in the Penn.-based firm's federal systems division. He was previously vice president for Western operations.

Lammers & Gershon Associates Inc., a health care consulting firm in Reston, has appointed Ellen F. Goldman an associate. Goldman had been director of corporate planning and marketing for the South Hills Health System in Pittsburgh.

MSL International Ltd., the executive search division of the Phila.-based Hay Group, has elected Steven F. Cunningham to vice president and consultant in the firm's Washington office.
