CACI Inc. Federal, the federal contracting division of CACI Inc., has appointed Theodore H. Rosen a senior associate in its integrated technology division. Rosen had been a research psychologist and statistician at the U.S. Office of Personnel Management.

Halifax Engineering Inc., an Alexandria-based technical services firm, has promoted Douglas Randles to personnel manager and Gerald Calhoun to assistant vice president for administration.

The accounting firm of Deloitte, Haskins & Sells has named Philip Weintraub a partner in its Washington office. For the last year, he was special assistant to Preston Martin, vice chairman of the Federal Reserve Board.

Bengston, DeBell, Elkin & Titus, an engineering firm based in Centerville, has appointed Mark W. Jeffries to its staff in Leesburg. Jeffries has been on a two-year assignment for the national Demonstration Water Project as director of engineering and technical services, and was previously an engineer for the Fairfax County department of public works.

The Falls Church architectural and engineering firm of Gauthier, Alvarado & Associates has named Edwin C. Majer an associate and director in its mechanical engineering department.

Doyle Associates Inc., an association management firm, has appointed L. Douglas Cox vice president for corporate affairs. He was formerly an associate director at the National Association of Life Underwriters.

James Shelton, previously chief of visual communications at the Smithsonian Institution, has joined Creative Dimension Group Inc. as director of museum services. The Springield firm, which designs museum exhibits, also promoted senior project manager Stanley C. Negvesky to director of operations.

ORS Associates, a McLean firm that assists organizations in relocating and expanding their facilities, has named John Marsh and Charles M. Rives III principals of the company. Marsh was formerly a personnel manager with the Computer Sciences Corp.; Rives was with the American Trucking Association and the Recreation Vehicle Industry Association.
