Maximum Savings Association, a new savings association that opened its first center in Cabin John in April, has added five area businessmen to its board of directors: P. Wesley Foster Jr., president of Long and Foster Real Estate Co.; Edward J. Lenkin, president of The Lenkin Co.; David H. Pensky, president of Britches of Georgetown; Shelton Zucker-man, president of Shelton Zuckerman Associates Inc., and Phillip C. Bowman, president of Maximum.

First Federal Savings and Loan Association of Northern Virginia has announced the retirement of Richard F. Downham as president and chief executive officer. Downham, who will step down Jan. 2, joined First Federal in 1945 and was named president and chief executive in 1963. The association's board has appointed John T. Davenport, now executive vice president, as acting chief executive officer.

NS&T Bank in Washington approved several promotions at its recent board meeting: Virginia M. Herrin, Robert E. Ellis Jr. and Regina G. Roman to vice presidents; You K. Park, Roy D. Spooner, Patrick C. Moss, Stefanie J. Boss and Robert P. McGary to assistant vice presidents; James M. MacIver to trust investment officer; Jeffrey A. Welch and Vincent M. Wesley to corporate banking officers, and Eileen M. McLaughlin to assistant secretary to the board.

McLean Savings & Loan Association has promoted Nancy Connell to assistant manager of its Chesterbrook branch and Kaye Henson to head teller at its main office.

American Security Bank has appointed Marion C. Bradley, a former North Carolina National Bank vice president, and Charles M. Harris, previously vice president at Bank of Virginia, to vice presidents of the Washington bank.
