Robert A. Agnew, chairman of the Prince William County Industrial Development Authority and a general manager of Universal Dynamics Corp., was named economic development volunteer of the year by the Southern Industrial Development Council, a regional development organization representing 17 southeastern states and the District. Agnew, who was selected SIDC's Virginia volunteer of the year in September, was cited by SIDC for his "time and effort expended in securing new industrial plants and businesses."

Prince George's County Economic Development Corp. has named Jan Smith marketing director. Smith has worked in private industry in Prince George's since 1961 and has served as advisor to both Howard and Prince George's Counties' economic development projects.

David M. Guernsey, president of Guernsey Office Products Inc., has been appointed by Gov. Charles S. Robb to the Advisory Committee on Small Business. Guernsey is a former chairman of both the Arlington and Virginia small business councils.

The Maryland Department of Transportation announced that T. James Truby has resigned his post as State Aviation Administrator and has accepted a position as vice president of Crystal Hill Investments Inc., a commercial and residential real estate company in Columbia. Deputy State Aviation Administrator Nicholas J. Schaus will serve as acting administrator until a permanent appointment is made. In addition, David W. Chapin, formerly assistant transportation coordinator for Baltimore, has been named director of MDOT's Office of Policy and Program Analysis.
