The accounting firm of Touche Ross & Co. has appointed Robert W. Santy director of small business affairs in its Washington office. Santy was chief of staff of the U.S. Small Business Administration and served on the staff of the Senate Small Business Committee.

Three local businessmen have established a new accounting firm in Bethesda called Harvey, McKinley & Hansen, CPA. The partners are: Robert H. Harvey, a former controller of the American Chemical Society; John M. McKinley, previously vice president for business and fiscal affairs at American University, and Robert F. Hansen, who has held various accounting and adminstrative positions with the U.S. Department of Energy and the Agency for International Development.

Spot Image Corp., a French contender in the American-dominated Earth-sensing satellite business, has appointed Stanley R. Addess director of technical services. He previously was deputy chief of the National Oceanographic and Atmospheric Administration's remote-sensing venture, Landsat. NOAA currently is negotiating to sell Landsat to an Arlington firm, Earth Observation Satellite Co. (EOSAT).

Interface Inc., a government relations and marketing firm in Arlington, has named Joseph C. Caldwell director of technical services. A former assistant director for pipeline safety policy in the Department of Transportation, Caldwell will be responsible for marketing engineering and environmental services in the oil and natural gas industry.
