Directors of USLICO Corp., the Washington insurance conglomerate, have elected Charles V. Giuffra executive vice president for marketing. Giuffra was formerly executive vice president for administration for the corporation's subsidiaries, United Services Life Cos.

Blue Cross and Blue Shield of the National Capital Area, formed recently by the merger of Group Hospitalization Inc. and Medical Service of D.C., has announced promotions and reassignments: Joseph P. Gamble, formerly president of GHI, to chief executive officer of the corporation and president of its executive division; Victor M. Brian, previously president of Medical Service, to president of the firm's operating division; Benjamin W. Giuliani, recently GHI executive vice president, to executive vice president; Simone J. Pace, formerly vice president at GHI, to senior vice president for customer services; James D. Karabin, previously a manager for data processing at GHI, to vice president for systems development; and Thomas P. Ogden, recently manager for data processing operations and systems programming at GHI, to vice president for systems operations. Also, two managers were named to newly created departments: Nancy A. Filsoof was named manager of the corporate training and development department, and Vincent A. Pepper is now manager of the claims support services department. Finally, Phyllis E. Kelley has been appointed manager of the company's provider affairs department, which works directly with area hospitals, nursing homes and other health care providers.
