Physicians Services Corp., a health care company in Arlington, has appointed John D. Valiante president and chief executive officer. Valiante, currently head of the health care group at ICF Inc., a Washington consulting firm, will assume his new responsibilities June 1. Robert Rubin, formerly assistant secretary of the Department of Health and Human Services, will succeed Valiante as head of the ICF health care consulting practice.

John M. Toups, president and chairman of Planning Research Corp., has appointed Weldon H. Latham as his executive assistant. Latham, currently vice president and general counsel of Sterling Systems Inc., a PRC subsidiary, and a former acting assistant secretary of the Department of Housing and Urban Development, will work on a wide range of matters including government relations and legal issues.

Evaluation Research Corp. has promoted Leslie W. Wright, formerly vice president for operations, to president and chief executive officer. In addition, Robert Bruce, William Winston, David Karish, Jack Remez, John Hansel and Marshall Mandell have been named vice presidents of the Alexandria professional and technical services firm.

Alan P. Hoblitzell Jr., chairman and chief executive officer of Maryland National Bank in Baltimore, has been named to the board of directors of Fair Lanes Inc., the Baltimore-based bowling chain. Hoblitzell also serves on the boards of Fidelity & Deposit Corp., PHH Group Inc., Riggs Distler Corp. and Ryland Group Inc.

Dewberry & Davis has named David L. Shaffer to head the architectural and engineering firm's new branch office in the Metro East Office Park in Landover. Gordon G. Hubley, formerly director of business development for the county's Economic Development Corp., has joined the Landover staff as director of planning and marketing.

Mark J. Levine, a staff member of the House Small Business Committee since 1979, has joined Geo-Centers Inc., a research and development firm, as an assistant to President Edward P. Marram.

Video animator Roy Weinstock, formerly with Editel Group in Los Angeles, has been assigned head of animation services at Interface Video Systems, a film production company in Washington.
