Directors of Fairchild Industries Inc. have elected John W. Townsend senior vice president in charge of planning and operations, a new position at the Chantilly, Va.-based aerospace conglomerate. Townsend, a former deputy director of the Goddard Space Flight Center before joining Fairchild in 1979, will be replaced as president of Fairchild Space Co. by Martin N. Titland, who was promoted from executive vice president of that division. Townsend will retain his post as chairman of the management board of American Satellite Co., a joint venture between Fairchild and Continental Telecom Inc.

Figgie International Inc., the Richmond-based diversified operating company, has appointed Donald E. Eagon Jr. director of public affairs, filling the vacancy created by Mark M. Murphy's move to Best Products Co. Inc. Eagon joins Figgie from the Timken Co., a Fortune 500 industrial firm located in Canton, Ohio, where he was manager of public relations.

Charles H. Tompkins Co., a subsidiary of J. A. Jones Construction Co., has announced the retirement of John D. Muncks as president and chairman of the board. George E. Lamphere succeeds Muncks as president of the general contracting firm.

The George Hyman Construction Co. has promoted Wilson Shook to vice president in charge of purchasing. Shook, who recently returned to the firm's Bethesda headquarters from a project in Oakland, Calif., will have responsibility for negotiating and executing contracts with subcontractors and suppliers for all of Hyman's Washington-area projects, which last year totaled nearly $400 million.

George Domurot, a six-year veteran of Omni Construction Inc. who started the tenant department there, has been promoted to senior vice president of the Bethesda company.
