The Student Loan Marketing Association, the federally chartered corporation that provides a secondary market in student loans, has appointed Lydia Micheaux Gladney as senior vice president for strategic planning and development. Gladney was formerly vice president of Citicorp Retail Services Inc., a subsidiary of New York-based Citicorp, where she managed an operation that handles credit-card accounts.

Patrick Fischer, former football player, securities dealer and racehorse trainer, has joined the marketing department of Foxhall Investment Management, a subdivision of the New York-based investment firm of Thomson McKinnon Inc. Fischer, a former member of the Washington Redskins who in the off-season was an account executive for a number of securities firms, most recently was secretary/treasurer of Virginia Stallion Station Inc.

Richmond-based Sovran Bank has named Grace P. Rathkamp, previously vice president for finance at Allegheny Beverage Corp., as vice president of the national accounts division. She will be responsible for managing a portfolio of commercial loans in the Washington area.

Dominion Federal Savings & Loan Association, a federally insured savings institution based in McLean, has promoted James Winston Bray to senior vice president, construction loans, and Donald L. Scott to senior vice president, consumer lending. Both formerly were vice presidents.
