Black & Decker Corp., the Towson-based maker of household appliances and power tools, has named George M. Sherman group vice president for its power-tool business, which has been newly reorganized after more than a year of disappointing sales. Sherman has been president since 1982 of Emerson Electric Co.'s Skil division, a competing power tools maker. In a separate development, Black & Decker elected Barbara Hackman Franklin, a senior fellow of the University of Pennsylvania's Wharton School and director of the Wharton Public Policy Fellowship Program, as a member of its board of directors. She is also president of her own management consulting firm, Franklin Associates, based in Washington.

General Motors Corp. has appointed Lewis I. Dale assistant director of its industry and government relations staff in Washington. Dale, a former deputy special assistant to President Nixon, was most recently director of federal government relations for Air Products and Chemicals Inc., an Allentown, Penn.-based chemical manufacturing firm.

Kelly-Springfield Tire Co. has named Raymond J. Sugett vice president and comptroller of the company. Suggett joined the Cumberland, Md.-based firm from Goodyear Tire & Rubber Co. in 1983 as assistant comptroller. He succeeds Ernest R. Spriggs, who has been named assistant to the president.

Bethlehem Steel Corp. said last week that Jack Roberts, the general manager of its Sparrows Point, Md., plant, is retiring on Oct. 31. Roberts, who has been with Bethlehem Steel for 34 years, has served as general manager at two of the steel maker's main plants: Sparrows Point and Bethlehem, Penn. Bethlehem officials praised the performance of Roberts, 57, during his two years in charge of Sparrows Point, saying the veteran steel executive guided it through "some of its most difficult times." No replacement for Roberts has been named, a spokesman said.

Fairchild Industries Inc., the Chantilly-based aerospace company, last week announced the promotion of two of its senior executives. James R. Wilson, who will retain his duties as chief financial officer, was named to the post of executive vice president. John J. McDonnell, formerly vice president in charge of law and contracts, was appointed senior vice president and general counsel, a post that has been vacant for about a year. Both Wilson and McDonnell are expected to have "broadened responsibilities in the near future," the company said. Also James P. Allen, currently executive vice president for finance and administration for Fairchild Communications & Electronics Co., and Larry F. Myers, presently controller of the parent company, are switching jobs.
