McManis Associates Inc., a health-care management and research firm based in Washington, has appointed Michael S. Fenton as executive director of the firm's western regional office in San Francisco. Prior to the appointment, Fenton served as vice president of corporate development for CarePoint Industries Inc. in San Mateo, Calif.

The directors of VSE Corp., an Alexandria engineering management company, appointed two employes to assistant vice presidents: Maurice E. Barker, deputy regional manager for the northeastern region, and Mary H. Eiden, special assistant to the operations manager.

George C. Steuart, formerly the chief of the drawback and bonds branch of the U.S. Customs Service headquarters, has joined the Miller & Blume law firm and will be in charge of the Washington office. In his previous position, Steuart was responsible for legal issues pertaining to duty drawbacks, foreign trade zones and Customs bonds.

Smithy Braedon, a major commercial real estate firm, appointed six employes to assistant vice presidents: Phyllis Alexander, Andrew M. Cherner, Westwood T. Kent, David R. Millard, Christopher Philips and Andrea Regan.

Fredda F. Ruppenthal has been appointed to senior vice president of finance for Legum & Norman Inc., one of the East Coast's largest managers of community associations and rental properties. Ruppenthal, a certified public accountant, worked for Price Waterhouse and Alexander Grant & Co. before joining Legum & Norman in 1981.
