Ground was broken for the first phase of the Interstate 95 Corporate Center, a 210,000-square-foot structure in Newington, 14 miles outside of the District. Phase One, the first building, is scheduled for completion in the fall of 1986.
Lockman Associates designed the three two-story buildings of brick and gray reflective glass. The remainder of the 22-acre site will be landscaped with trees and lawns. Carey Winston is the exclusive leasing agent for the property, which contains both office and warehouse space. L. F. Jennings is the general contractor.

*Texas Instruments Inc., computer manufacturers, leased 14,000 square feet from Prudential Insurance Co. at 2750 Prosperity Plaza in Fairfax.
*Datacom subleased 12,960 square feet at 1025 Connecticut Ave. NW from Arthur Young and Co.
*Hartford Fire Insurance Co. leased 12,925 square feet from the Winkler Cos. at 4900 Seminary Rd. in Alexandria. The five-year lease has an aggregate value of $1.38 million.
*Equitable Life Assurance Society of America Inc. leased 10,500 square feet from Montgomery County at 542 N. Frederick Ave. in Gaithersburg.
*Hazelton Laboratories leased 10,000 square feet and Capital Associates Inc. leased 9,500 square feet from the GT Group at the Hallmark Building at Washington Dulles International Airport.
*Engineering and Economic Research leased 10,000 square feet at 1750 Old Meadow Dr. in Tysons Corner.
*Dodge Photo leased 8,100 square feet at 2000 L St. NW.
*REPS Company Inc., a hardware wholesaler, leased 8,000 square feet at the Paulen Industrial Center, 11319 Maryland Ave. in Beltsville. The space will serve as the company's main distribution center.
*B. F. Goodrich Co. leased 8,000 square feet of warehouse space at 5022 Cook Rd. in Beltsville.
