Kenneth Tercero, who has worked for National Bank of Washington for 40 years, last week became the new president and chief executive officer of National Enterprise Bank, which soon will change its name to First Interstate.

National Enterprise is a four-year-old bank with one office in the District and assets of $53 million. It offers services to small businesses, lawyers, doctors and other professionals.

In April, the bank signed a franchise agreement with First Interstate Bancorp of Los Angeles, the nation's ninth-largest bank company. Under the agreement, National Enterprise will pay First Interstate at least $9,000 a month to use the Los Angeles banking company's name and offer many of its services, such as cash checking and automatic teller machine services at any of the First Interstate banks or franchises. First Interstate owns 22 banks in 12 states and has franchise agreements with 44 banks in 11 states.

Tercero would not comment on his new duties or on the bank's future with First Interstate.

Comsat Corp. elected Jerome W. Breslow vice president and secretary. In this position, he adds responsibility for the office of the corporate secretary to his existing duties as assistant to the chairman and chief executive officer.

MCI Communications Corp. appointed Michael E. Mikolajczyk vice president of corporate development and analysis.

Radiation Systems Inc. has elected J.H. Arnold Jr. president and chief operating officer of its Technical Products division.
